While most of the country focuses on an historic presidential election, congressional operatives from both the main political parties are in the throes of all out struggle for enhancing their party’s congressional position—one seat at a time. We will discuss the processes, strategies, tactics and operatives at work in the 2008 contest for congressional power. We identify where the competitive states and districts look to be and provide detailed analysis of key congressional battlegrounds.
